• Policy: o Develop updates to the Small Cell Master Licensing Agreement to accelerate wireless broadband deployment including batch discounting, equitable deployment in under-served communities, and digital inclusion programs; o Develop "Dig Once" related policies and ordinances to accelerate wireline broadband deployment.
• Governance: o Develop and execute a procurement for vertical infrastructure master marketing and leasing agreement.
• Infrastructure and Funding: o Pursue private sector investment in digital infrastructure and digital inclusion through value exchange based partnerships; o Evaluate feasibility and approach for a "Smart City" infrastructure bond.
• Program/Projects: o Pursue fund raising to pilot and/or expand digital inclusion projects including but not limited to awareness events, opportunistic expansion of public Wi-Fi, device refurbishment pilots, device leasing pilots, family digital literacy programming expansion and seniors digital literacy (volunteer) programming expansion.

(a) Overview of Seattle’s organization for digital equity, broadband policy/advocacy, and smart city strategy including: * Mission/vision; * Organization (staff levels, duties, responsibilities); * Strategies and initiatives; * Accomplishments and successes; * Future plans.
