    As this Caltrans meeting, offered a local democrat perspective.

    A very good suggestion from the public was made.

    A MOU process, can take place, between the city of San Jose, the Valley water dept., and Caltrans.

    This MOU process, can organize ourselves, with very good guidelines, at this time, with good human rights & civil rights ideas.

    And from there, help with, more clear, better decision making, in how to move forward, in the future.
