A concern is how (who) will monitor/regulate the "agreement" of owners to keep rent affordable. Will they utilize the annual MTSP income limits to correlated MTSP rent limits?
Another concern is the length of agreement benefits the property owners and their heirs, perpetuating income/wealth inequality as housing costs won't regulate themselves in the proposed 5 year requirement of affordable rents.
