I hope that Vision Zero team is encouraged by council to have a strong say in the 2040 Task Force updates. They will have a different view on how to plan for our future to reduce streets, reduce speed limits, and create biking and walking neighborhoods which I hope is a goal.
In addition, I hope council looks at Seattle's 3rd Av and SF's Market St vehicle reduction plan and encourage an analysis of our downtown that could have the same change to increase the walk and bike friendliness downtown.

Action Plan Action Area 1. Build Robust Data Analytics Tools

With respect to data analytics, I would like to see an overlay
of Level of Traffic Stress (used in your San Jose Better Bike Plan
2025) with Priority Safety Corridors and your Vision Zero crash data.

The technique for "Low-stress Bicycling and Network Connectivity"
was developend by the Mineta Transportation Institute in 2012.
San Jose was one of the first cities to be evaluated using this
    technique.
