    My name is Allison, and I am a resident of San José District 9 and a member of San José Strong. I urge the commission and council to not move forward with Agenda Item 5 because it disproportionately harms our unhoused community. Rather, I suggest the council promote increased trash collection and the creation of more sites for proper garbage disposal. This will address the source of the dumping issue instead of punishing already disadvantaged communities. Thank you.

    I oppose the rec for Agenda item #5. It is predatory and punishes the community for a problem the city ultimately created. Instead: institute trash collection program once/twice a month; construct proper disposal sites for trash & recycling; provide aid/resources to elderly/disabled members; make operating times accessible to ensure usage (survey); adequate advertising of collection dates/times to maximize participation; monthly street cleanup days with local orgs to revitalize the community
