This is regarding the temporary homeless RV site at 71 Vista Montana. I strongly oppose to how the City of SJ places a homeless RV parking site in this condensed neighborhood with kids facilities steps away. I request the city of SJ to include a topic in the agenda to 1) immediately remove it from the current site and 2) place all homeless facilities away from kids facilities, with proper services. Every life matters, so please, no more rush decisions without transparent communications.

This is regarding 71 Vista Montana RV site. There are lot of questions that are not answered for the residents since the city did not involve us in the process. This busy overcrowded neighborhood and right next to the park is not a right place to open a Safe Parking Site for homeless. There are no amenities like wraparound services, showers, running water etc on the site except for 2 portapotties. The site has high levels of arsenic. It needs to be SHUT DOWN now before more money is wasted.

We don't agree with the arrangement that the city of SJ currently made for 71 Vista Montana as a "safe" homeless RV parking site. This pilot/experiment started under EOC was obviously showing that there was no thought-through planning. This site is just a 'dump ground' for the city to meet Apple's deadline. And it could be used to satisfy more 'deadlines' of those big "private property" entities for the growing homeless issue. The community is not confident for how city handled this site.

This is regarding the temporary RV site city put at 71 Vista Montana. The city started this experiment under EOC provisions without complete thought. Since then the site has not been run safely nor within the code of conduct. Most of the neighbours concerns have not been addressed. I request the council to add a motion to agenda to suspend further additions to this site until the city properly addresses above mentioned items.

There was crime reported at the RV Safe Parking Site 71 Vista Montana last weekend. The cops came and evicted one resident. The site has not been managed well by the city. Earlier someone from the RV Safe Site ran a red light. This is right next to a kid’s park and impacts Safety. In addition one of the residents threw paint outside the fence.

Earlier someone at this site pitched a tent which is against the rules of the site.

City of San Jose needs to SHUT DOWN this site immediately.

I live in one of the residential complexes next to 71 Vista, Montana. The city has yet to provide adequate answers to our questions. The encampment is not being run in safe manner and rules are constantly being broken putting all residents at risk . This encampment needs to be shut down immediately. City officials need a concrete plan and need to act on it fast before before someone gets hurt.

71 Vista Montaña Safe RV site is 2ft from a playground park and has no amenities, just 2 portapotties.

One participant got evicted from the site for breaking into another RV but his car doesn't work (city was supposed to fix it!) so it was left behind. This gives him, someone already caught committing crime, a reason to return.

This is one example of mismanagement among many. Create a proper site away from children, shut this "Safe" Parking down and get this all this out of our neighborhood!

Hi, I am a resident of one of the housing communities opp 71 vista montana in north san jose. This is not the right place to house RV encampment folks as it is right next a childrens park and across the the street from a soccer park where kids and teens play. There are no supporting services onsite to help the RV dwellers. Families are not taking their kids to the park as much since the encampment moved here. The arsenic levels in the soil of the site is detrimental to the current occupant.

71 Vista Montana : What concrete steps have been undertaken to move people and RVs/vehicles off this site into stable housing? Has the work started? What alternate site have you procured for this transition? In the FAQ, the city has admitted that it has limited resources to provide services at this site. What if those parked here do not take the offer to move to another site? Please add "Plan to shut down 71 Vista Montana" as an agenda for a transparent discussion with tax paying residents.

71 Vista Montaña parking site. The City has failed it’s hardworking tax paying residents by opening this site next to a children’s park without any notice. Police activity has been noticed due to a breakin on the site. We are concerned if such break ins would happen outside there would be no timely response. We get a run around for questions we have been asking. The residents of the site deserve a better place with wraparound service and so does the neighborhood not having to worry about safety.

This is regarding 71 Vista Montana safe parking site. The site is only 2 feet away from kid's park, sitting in crowd residential area, and we keep seeing a security car only park at the entrance of the site, but without seeing security guy sitting inside or walk around to watch the site. This makes the local neighborhood worry a lot on the safety. We need city to put this into agenda to discuss and remove the site asap!

All sites should be ran like the Emergency Interim Housing sites such as the one on Bernal and Monterey or tiny homes on Maybury Road. All EIH sites and tiny homes have running water, electricity, 24 hour security, food, community kitchen, washer and dryer facility, and wrap around services.

71 Vista Montana has 2 porta potties, a hand washing station, 7 broken down inoperable RVs, no oversight, and a security guard who not trained to deal with this population. This site needs to be shut down

The city started this experiment under EOC. But there is a similar item (8.4 21-2137) that went through proper channels of getting it on the city agenda and discussions. This clearly indicates the city's double standards and how it is sneaky with "71 Vista Montana" was chosen. The city is downgrading a neighborhood of about 3000 people without their consent where it could have easily accommodated these 10 people in a better-serviced facility. I request the council to suspend this site.

71 Vista Montana site is turning into a collection of inoperable RVs and broken down cars. With so high cost of expected 400 to 500K dollars for the site, the site is not being utilized for the goal of American Rescue plan as there was already a private entity that was willing to pay for temporary housing of "unhoused" from Component site. Whole process of creating a Safe RV site without involving residents and disregarding childrens's park next it speaks volumes why experiment must stop.

Our neighbors and I have recently witnessed a 71 Vista Montana camper throwing a toxic substance, paint, over the fence and onto the grass. This toxic substance endangers our children and our pets who might accidentally encounter and be harmed by. This is just one of many, many scary examples of an out-of-control situation. The city has admittedly made a mistake and now needs to fix it by closing the site down.

The RVSafeParking at 71 Vista Montana is a loose-loose situation both for the Homeless and the residents. Only politicians gain out of this move.
71 Vista Montaña is not suitable as a Safe RV housing site for the following reasons:
Arsenic was found on the site. No wrap around services are provided. A can of paint was dumped next to the site. We see parts of broken alcohol bottles inside the site.
The future of Homeless is uncertain and the city is only making their situation worse.

I speak for hundreds of families when I write of the horrific decision to move dilapidated, dangerous, fire hazard RVs into our neighborhood. The "Safe RV Park" associated crime increase, drug use, danger to our children, fire risk, etc., is absolutely abhorrent and must be removed.

71 Vista Montaña parking site. The City hasn’t proven it can keep our neighborhood safe! There clearly is no oversight & the security that was promised has diminished from 2 guards to 1! That is not enough! Police are being called on more than a weekly basis! Our kids are at risk! City has targeted our neighborhood with homeless people & they are now showing up even when not part of the program! The City is quickly turning our neighborhood into a JUNK SITE with no SECURITY whatsoever! SHAMEFUL!

This is regarding the RV parking site at 71 Vista Montana. Over the last many city council meetings, several neighbors have voiced concerns regarding this site. The city council has totally ignored these voices. This adds salt to the injury - we were completely left out of any dialogue by the city (misusing EOC to do so) - and now, city is continuing to NOT hear from the neighbors. I request that a discussion regarding this be added in the city council agendas at earliest possible convenience
