Mayor & Council: Beyond this study session, I recommend that this proposal go no further. This is a terrible idea that increases the costs and complexities of already-overburdened election processes, will cost the city thousands of taxpayer dollars to defend against guaranteed lawsuits, creates the opportunity for foreign election interference, and that separates the rights of voting from the responsibilities of citizenship, diluting the value of citizenship in the process.
Other cities (New York and San Francisco) have tried this idea (allowing non-citizens to vote) and it was deemed unconstitutional.
