A clear history of how TOT support for local arts grants has changed over time is needed for a meaningful overview. FY23 Council direction “to identifying long-term budget policy strategies" to support arts and hospitality was rooted in concerns with long-term systemic changes. Specifically, Council requested analysis of reapportioning the 40% of TOT currently going to general fund to be permanently directed to the remaining fund categories to support both our local arts and visitor industries.
