I am a 25- year car-free citizen of San Jose. If City Council wants Vision Zero to decrease street injury and death caused by cars then San Jose streets that do NOT have a sidewalk need to sidewalks installed. How can we expect Vision Zero to decrease roadway death and injury when the City doesn't build the infrastructure (like a sidewalk) so citizens don't have to walk in the street?
