I support diverting additional Measure E funds to address homelessness in our city. Any solution will need to comprehensively address pervasive drug addiction and serious mental health issues as well as shelter, and this will require tremendous resources.

Affordable housing is certainly needed, but helps far fewer people relative to expended resources. Affordable housing projects should continue, but be funded by the private sector: non-profits, foundations, corporate donors and the like.
