Opposition is more convincing than Supporters. What are immediate next steps of this exploratory project, and why is Title 28 needed to take them?
I'm concerned creation of an Energy Dep. will create perverse incentives for that Director to push for utility creation even if not in the city's interest. Can we skip creating a new Dep+Director for now?
If approved, I hope Staff will study how other municipalities (if any) have (un)successfully switched from PG&E to their own utilities.
