I suggest deferral. I also ask that Council consider whether the benefits out-way the additional regulatory hoop. How much additional enforcement power does this really give the city, on top of the powers already granted by existing federal, state, and local laws? I don't know the answer to that question, but Council should not vote in favor of this item without determining that the answer is "Yes, the enhanced powers are significantly worth it compared to the extra regulatory costs."
