Just as everyone is not meant to be a parent not everyone is capable of being a responsible animal guardian. I am disappointed that people can come in to the shelter and.just adopt a pet without qualifications. Then they are tied to the front gate if the shelter or abandoned. Also during kitten season there should be better qualifications for fosters. Anyone can raise their hand and it is just come on down and take the babies.
